The third Trade Threat Intelligence report from Russell, entitled U.S. & China Relations: Zero Sum Game Strategy or Loss Leader Diplomacy, explores escalating tension between the United States and China. It focuses on the strategic implications of China’s Belt and Road Initiative (BRI) amid a perceived U.S. retreat from global economic leadership.  

In this report, we introduce the idea of “loss leader diplomacy” which leverages China’s economic might with a strategic imperative to extend its sphere of influence to Europe and even as far as the U.S.’s near neighbours.   We have used Congo in Africa, Pakistan in Asia, Germany in Europe, Vietnam in Asia and Panama in Latin America, to illustrate the sphere of influence.
